Minors below 18 years old who are traveling abroad alone or without their parents must secure a travel clearance from the DSWD; such a measure aims to prevent abuse, exploitation and trafficking of children. Issuance of travel clearance for minors by the DSWD adheres to Republic Act No. 7610 (or the Special Protection of Children against Abuse, Exploitation and Discrimination Act), Republic Act No. 9208 (or the Anti-Trafficking in Persons Act) and Republic Act No. 8239 (or the Philippine Passport Act of 1996).
The following must secure a travel clearance: minors traveling alone to another country for the first time; minors traveling alone to another country repeatedly; minors traveling to another country for the first time with a person other than the parents or legal guardian; and, minors traveling to another country repeatedly with a person other than the parents or legal guardian.
