Cordillera Administrative Region (CAR)- The Department of Social Welfare and Development (DSWD) here continues to provide assistance to the Regional Alternative Child Care Office (RACCO) which is tasked to ensure the proper handling of all forms of alternative care. The RACCO was created following the enactment of Republic Act (RA) 11642 or the Domestic Administrative Adoption and Children Care Act. The said law  reorganized the Inter-country Adoption Board (ICAB) into National Authority for Child Care (NACC)  with the aim to simplify the domestic administrative adoption proceedings and lessen the cost of streamline services for alternative child care.

“The DSWD FO CAR maintains its commitment to closely collaborate with the NACC through the RACCO in guaranteeing that we are able to protect the well-being of our children involved in alternative care” DSWD FO CAR Regional Director Leo L. Quintilla shared.

As mandated by RA 11642, the RACCO handles the issuance of Certification Declaring a Child Legally Available for Adoption (CDCLAA), domestic administrative adoption, inter-country adoption, foster care, rectification of simulated birth pursuant to RA 11222, and other forms of alternative care.

Furthermore, the RACCO is now responsible with 1) adoption cases withdrawn from the court; 2) new petitions for administrative adoption; 3) new applications for adoptive parents in the Regional Alternative Child Care Office (RACCO); 4) matching and issuance of Inter-country Adoption clearance; 5) procedure for foster care and simulated birth rectification; 6) Inter-country Adoption; 7) procedure for disrupted pre-adoptive placement; 8) registration of the order of adoption; 9) petition for recission of adoption; and 10) travel clearance for cases under the NACC jurisdiction.

As a result, the DSWD’s Alternative Resource and Referral Section has now ceased its operation.
