Cordillera Administrative Region- The Department of Social Welfare and Development Field Office Cordillera Administrative Region (DSWD FO CAR) under the leadership of Regional Director Arnel B. Garcia, CESO II institutionalized various partnerships through the signing of Memorandum of Agreement with the Technical Education And Skills Development Authority (TESDA-CAR), Bureau of Jail Management and Penology (BJMP-CAR), Regional Independent Monitoring Committee, and the Local Government Units (LGUs) of Sabangan in Mountain Province, Kabugao and Pudtol in Apayao Province and Lagawe in Ifugao Province.

The MOA between DSWD-CAR and TESDA-CAR focuses on providing skills training for the staff and residents from the Regional Haven for women and girls, Regional Rehabilitation Center, and Reception and Study Center. Regional Director of TESDA CAR, Jeffrey Ian C. Dy who attended the MOA signing highlighted the importance of providing social protection through opportunities such as livelihood training, especially for the locals of Cordillera.

To further extend the program of DSWD-CAR and promote public safety and nation development, BJMP-CAR Regional Director, Jail Senior Superintendent Roland Lee N. Cael, DSC participated in the MOA signing event. The pursuit of the agreement is to help the family independence of the women who are deprived of liberty.

In accordance with the Memorandum of Agreement, the BJMP-CAR will list the women inmates who have a family that needs assistance in terms of medical and psychological aid. After receiving the list, the social workers will assess the situation of every family through house visitation.

Meanwhile, the LGUs of Lagawe, Sabangan, Pudtol, and Kabugao signed the Relief Prepositioning Agreement which aims to facilitate the efficient and timely delivery of relief items in the communities by strategically placing DSWD resource augmentation of family food packs, and non-food items in identified warehouses or storage facilities in the localities.

The municipalities of Pudtol and Kabugao in Apayao Province, also signified their commitment for the implementation of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services National Community Driven Development Program (Kalahi-CIDSS NCDDP). While Sabangan and Kabugao also signed an agreement for the conduct of 120 days  of feeding under the Supplementary Feeding Program.

In addition, Kabugao, Apayao also signed the agreement for the implementation of Team Balikatan Rescue in Emergency (TeamBRE) Project of the Department which seeks to organize fisherfolk as TeamBRE volunteers to help mitigate the effects of disasters.

For the Pantawid Pamilyang Pilipino Program (4Ps), the Regional Independent Monitoring Committee (RIMC) headed by its Chairperson Arnel M. Cabanisas of the Filipino-Japanese Foundation of North Luzon, Inc. (Abong) signed a MOA which establishes the RIMC as the Department’s partner in monitoring activities in relation to the implementation of the 4Ps. The RMIC serves as the external monitoring team of the program through the review and assessment of the Program’s processes and mechanisms, and set the standards for accountability, transparency and equity among the 4Ps stakeholders.

“The agreements that we have entered to are necessary in ensuring excellent service to the people that we serve and by doing such, we are institutionalizing this commitment. This is also our way of recognizing the importance of our partners in social welfare and development.
