Cordillera Administrative Region – In celebration of the 2nd Anniversary of the Institutionalization of the Pantawid Pamilyang Pilipino Program (4Ps) as RA 11310, the Department of Social Welfare and Development here recognized the Parent Leaders (PLs) and Most Innovative Projects which have been instrumental in ensuring that the 4Ps beneficiaries in the region are moving towards improved well-being.

Parent Leaders serve as the main link of the DSWD to the program beneficiaries. They assist in conducting meetings, updating of beneficiaries’ profiles, conduct of monthly family development sessions, and other voluntary efforts helpful in program implementation. 

“These PLs deserve recognition as they have long been playing significant roles as co-program implementers. We commend their meritorious services as agents of change in their respective communities,” DSWD FO CAR Regional Director Arnel B. Garcia, CESO II, said. 

Pacita Antonio from Baguio City emerged as the region’s Best PL with her Damayan initiative, an activity that shares the value of sympathy and support through a voluntary financial contribution for their co-beneficiaries who are in high need in times of sickness or grief from deceased family members. 

PL Pacita inculcates the true value of sharing no matter how difficult one’s life is, and no matter how small it is. She has also been active in barangay activities even before the imposition of community quarantine due to the COVID-19 pandemic.

Other PLs who ended at the top 5 spots include Junia Paluwan from Barlig, Mt. Province; Rodella Cabrera from Tineg, Abra; Grace Paredes from Lubuagan, Kalinga; and Maribel Sotelo from Sta. Marcela, Apayao. 

As of December 2020, there are 2,366 PLs in the region who continuously assist in the smooth implementation of the program without any monetary compensation.

Meanwhile, the Project Alluyon of 4Ps beneficiaries from Talampac, Lacub, Abra was adjudged as the Most Innovative 4Ps Project. 

The Alluyon encourages volunteerism among a group of tutors with specific degree and or capacity to mentor students from various government agencies like Barangay LGU, Municipal Social Welfare and Development and Municipal Disaster Risk Reduction and Management Offices, Philippine National Police, Department of Health, Philippine Army, and the Department of Social Welfare and Development. 

Each PL was assigned to invite one volunteer with a specific field of specialization to help the most in need children beneficiaries in their learning modules. 

Aimed to rekindle the student’s learning enthusiasm and accomplish their modules correctly and on time, the learning sessions are conducted from 4:00 PM to 6:00 PM or 5:00 PM to 7:00 PM while adhering to minimum healthy protocols. 

Around 41 Grade 7 and Grade 8 4Ps children beneficiaries from Barangays Talampac and Poblacion are being served under the tutorial sessions with 16 volunteers from different government agencies. 

The region’s five Best PLs and Most Innovative Project were recognized during the national virtual 4Ps Anniversary culminating activity on 11 June 2021 conducted by the DSWD Central Office. 

Enacted into law in April 2019, 4Ps is the government’s major poverty alleviation program that invests in health, nutrition, and education of the poor eligible households along with psychosocial and psycho-educational interventions such as the Family Development Session towards improved and sustained well-being. ### DSWD-CAR, Social Marketing Unit, Marlo C.
