Cordillera Administrative Region – The Department of Social Welfare and Development here through its National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan completes the encoding of 248,814 Household Assessment Forms (HAFs). This makes the data ready for Proxy Means Test (PMT) processing as part of its Data Collection and Analysis Phase.

The Proxy Means Test is a statistical tool used by the department to identify the approximate income of a household based on observable indicators, such as housing materials, assets, access to basic services and facilities like electricity and water, among others which is gathered through a standardized questionnaire called Household Assessment Form.

“Once the PMT is complete, we will be posting the initial list of poor households in the communities. This will be the start of the validation phase. We hope to release the list by November which will be accompanied by the deployment of our field staff who will lead the validation activities in the communities.” DSWD CAR OIC Regional Director Leo L. Quintilla said.

During the validation phase, the public is given the chance to review the initial list. They may file complaints and grievances which will be received by our Listahanan Area Supervisors and barangay officials. Grievances can also be filed online through the Listahanan website. This process is done to respond to issues of under-coverage or exclusion of poor households and inclusion of non-poor households. The validation activity ensures the integrity of the database before sharing it with other government agencies and social protection stakeholders.

“We encourage the public to be active throughout the validation activity to ensure the accuracy and completeness of the data. We also advise everyone to observe health protocols at all times.”  Director Quintilla added.

The Listahanan Third Round of Household Assessment started on October 2019. The conduct of household assessment ended February this year and was put on hold for three months due to the pandemic. The activity resumed May for the encoding of HAFs.

The release of Listahanan 3 final list of poor households is expected to be available on February 2021.

Listahanan is an information management system that identifies who and where the poor are in the country.
