Cordillera Administrative Region- The Department of Social Welfare and Development (DSWD) here reiterates the call for establishments to allow representatives of vulnerable groups including senior citizens, and persons with disability to avail of the 20% discount in areas under community quarantine.

This follows the pronouncement from the National Council for Disability Affairs (NCDA) appealing to establishment to refrain from requiring children, pregnant women, and senior citizens with disabilities for personal appearance to avail of the 20% discount provided under Republic Act 9422 amended by Republic Act 10754 or An Act Expanding the Benefits and Privileges of Persons with Disability.

“We are in support of the call to help persons with disabilities have better access of their rights especially at times when our vulnerable groups are facing much higher risks due to a health threat. By allowing their representatives avail of the mandated discounts, we are expediting the means to let these services reach those who are really in need”, DSWD Field Office CAR OIC Regional Director Leo L. Quintilla said.

Under community quarantine protocols, vulnerable groups such as pregnant women, children, and senior citizens are refrained from leaving their homes. This resulted to some complaints on establishments canceling the 20% discount due to the absence of the individuals during the purchase of their medicines and other essential needs.

“As long as we continue to follow legal guidelines, there is nothing wrong for being more understanding and compassionate in this trying time. In our own little ways, we can help ease the burden of our vulnerable sectors who are also greatly affected by the pandemic”, Director Quintilla added.

Director Quintilla further assured the public that despite the ongoing community quarantine, the DSWD FO CAR remains committed in providing social welfare and protection programs. He further encouraged the observance of health protocols when availing DSWD programs and service.
