Cordillera Administrative Region- The Department of Social Welfare and Development Field Office Cordillera Administrative Region (DSWD FO CAR)has already started the post-validation process for the Social Amelioration Program (SAP) implementation in the Region.

As of 15 June 2020, the DSWD FO CAR has recorded around 299,896 families that have been provided with the Emergency Subsidy Program (ESP) of the SAP. Of this number, 60,128 families belong to Pantawid Pamilyang Pilipino Program (4Ps) and 239,768 families are non- 4Ps families.

“As we now have the liquidation documents from our local government units, we are now into the post-validation process wherein we look into the cleanliness of the list of beneficiaries that have received the 1st tranche of the ESP” DSWD FO CAR OIC Regional Director Leo L. Quintilla said.

The post-validation process includes cross matching of database among National Government Agencies providing assistance under the SAP. DSWD FO CAR personnel are also conducting one on one interviews to families in the provinces to confirm information listed in the Social Amelioration Cards.

“We have also arranged a validation center here in Baguio City being manned by DSWD FO CAR personnel. They do phone interviews to families who have received the 1st tranche. By having a call center set-up, we are able to check on the details while maintaining physical distancing. We are also able to immediately provide answers to queries and grievances received by our call center” Director Quintilla added.

DSWD FO CAR is prioritizing the validation of beneficiaries from Benguet Province and Baguio City. A total of 3,375 beneficiaries from Benguet Province and 4,919 beneficiaries from Baguio City are being validated by the DSWD FO CAR.

The prioritization comes after the issuance of Executive Order 112 series of 2020 which states that areas that remained to be under the General Community Quarantine until May 2020 will receive the 2nd tranche of the ESP. For the region, Benguet Province and Baguio City has been included in the list.

“Even though Benguet Province and Baguio City are the only areas that will receive the 2nd tranche, DSWD FO CAR will remain vigilant in the post-validation of beneficiaries in all areas in the region for us to protect the integrity of program. We will not tolerate any form of corruption, fraud, or negligence concerning the implementation”, Director Quintilla said.

Meanwhile, Director Quintilla also clarified that the list of SAP beneficiaries posted in the DSWD website is not the qualified list of beneficiaries for the 2nd tranche. Director Quintilla explained that the list posted in the website are the names of individuals or family heads that have already received the 1st tranche of the ESP under the SAP.

“The DSWD FO CAR will be closely coordinating with the local government units, Armed Forces of the Philippines and Philippine National Police for the release of 2nd tranche in Baguio City and Benguet. We would like to ask for the understanding of our beneficiaries as we are expediting all our efforts to fast track the release”, Director Quintilla said.

Individuals who have queries regarding the 2nd tranche of ESP under the SAP can directly send their concerns to DSWD FO CAR Facebook Page or through hotlines 0918-912-2813/ 0917-871-9893/ 0917-872-0256/ 0919-065-5365 to 68.#DSWD-CAR, SOCIAL MARKETING UNIT, Nerizza Faye G. Villanueva
