Langiden, Abra –  Community volunteers from Brgy. Dalayap in this municipality came together to help solve the erosion and flooding problems of their community. This was through the completion of Nalnas flood control implemented through the community of Brgy. Dalayap and the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) Project of the Department of Social Welfare and Development (DSWD).

Dalayap Barangay Captain Leo Bulos said that the common problem of the community due to flooding was successfully addressed through the completion of the flood control facility in their area. Barangay Captain Bulos explained that the completed flood control protected the crop and rice fields and the residents in the area by directing the flood water to Abra River. “The flood control facility is constructed with three spur dikes. Each dike is 3 meters high and a total of 12 meters width. This prevents flood water to reach the area.” Kalahi-CIDSS Deputy Area Coordinator George Sia-ed added.

Meanwhile, Kalahi-CIDSS Project Area Coordinator Isidro Bulayo credited the community’s dedication during the implementation of the sub-project. Bulayo said that the completion of the sub-project is a result of the community’s “bayanihan spirit”. He also said that the community volunteers actively engaged from the planning to the implementation stage of the Project for the accomplishment of the community’s development Project.

“The effective coordination of the Kalahi-CIDSS Project Area Coordinating Team with our community motivated us to actively engage in the sub-project implementation.” Community Volunteer Tolentino Ardaniel also shared.

This Php1.8M worth flood control facility is one of the three community sub-projects being implemented in the municipality. The other sub-projects are Brgy. Baac’s water system and Brgy. Poblacion’s pump-driven communal irrigation system which are set to be completed this November. These sub-projects are funded through the Kalahi-CIDSS grant from the Millennium Challenge Corporation and the Local Counterpart Contribution of the barangay and municipal local government units.

Langiden is among the randomly selected municipalities of Abra which implemented the Kalahi-CIDSS Project in 2012.Kalahi-CIDSS Project uses the Community-Driven Development (CDD) approach which engages the communities to actively participate for their own development. # DSWD-CAR, SOCIAL MARKETING UNIT, MAYROSE F.
