In relation to this year’s celebration of the National Family Week, the Department of Social Welfare and Development (DSWD,) in cooperation with the National Committee on the Filipino Family,  calls on all social groups and individuals especially the vulnerable and disadvantaged to come together and participate in various social and civic activities.

This is in line with this year’s theme, “Unity Across Generations: A Strong Family, A Strong Society.”

This year’s celebration wants to highlight intergenerational solidarity which relates to reciprocal care, support and exchange of resources in families. This value is seen to strengthen the foundation of the society.

The theme also aims to encourage especially the disadvantaged sector of the society to take part in the political, social, cultural, and economic structures of the society for them to be able to participate in the decision-making process and to improve their access to opportunities.

Based on the 2009 National Statistical Coordination Board (NSCB) data, the Cordillera Administrative Region posted 17.1 poverty incidence rate which means 17 out of 100 families in the Region are living in poverty.

On the other hand, the National Household Targeting System for Poverty Reduction (NHTS-PR) of the DSWD has identified 77,811 poor households from its 2011 assessment. This year, the NHTS-PR is set to conduct its second round of assessment to enhance the data base of the DSWD on poor households.

The said assessment is also expected to account the number of poor families in the Region. The NHTS-PR will be using 46 poverty indicators to qualify the families to be included in the data base of the system which is used by the Department in identifying the beneficiaries of its social protection programs.

Among the programs which use the NHTS-PR data are the Pantawid Pamilyang Pilipino Program, Sustainable Livelihood Program, and Social Pension Program.

Presidential Proclamation No. 60 dated 28 September 1992 and Executive Order No. 241 dated 9 June 1995 mandate the yearly celebration of National Family Week on the last week of September.
