BAGUIO CITY — The DSWD regional office in the Cordillera has intensified its “Bawal ang Epal Dito” (BaED) Campaign after the program management office of the Conditional Cash Transfer (CCT) or Pantawid Pamilyang Pilipino Program received reports that some local candidates in Abra and Mountain Province are threatening voters (who are grantees of the Program) that they will be delisted from the roll of beneficiaries if they do not vote for the candidate.

DSWD regional director Leonardo C. Reynoso said the agency has already instructed its provincial operations offices in the six provinces of the region to step up the ground work among CCT grantees.

The director explained that the agency continues to inform the public that the DSWD regional and national offices are the only entities that can delist them from the roster of beneficiaries especially if they do not comply with program conditions or responsibilities.

In Abra, a candidate for the local council threatened program beneficiaries that they will be stricken out of the list if they do not become ally of the politician. On the other hand, mayoralty candidates in the Mountain Province are misleading voters that they are instrumental in the selection of program beneficiaries.

Director Reynoso added it has already submitted incident reports to the DSWD central office for possible actions against politicians who use the CCT program for their advantage in the upcoming elections.

Earlier this month, DSWD Secretary Corazon Juliano-Soliman visited the farthest and among the poorest municipalities in Abra to monitor the implementation of the cash transfer program.

In her exit conference, the Secretary reiterated that the national government through the Department of Interior and Local Government can file charges against politicians or local officials who will use government programs to threaten voters and to gain votes.

She added that the DSWD has its own objective mechanism and eligibility criteria in selecting grantees of poverty-reduction programs without influence of politicians.

The CCT is the Aquino administration’s flagship social development program that provides cash grants to poor families who comply with education and health conditions. A recent evaluation conducted by the World Bank revealed positive impact on education and health among the families it serves.
