Cordillera Administrative Region- The Department of Social Welfare and Development (DSWD) here welcomes its new Regional Director as Regional Director Janet P. Armas transferred to the DSWD Central Office. After five years of serving as the Regional Director of DSWD-CAR, Director Armas will now be heading the National Program Management Office of the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services- National Community Driven Development Program (Kalahi CIDSS-NCDDP).
Kalahi CIDSS-NCDDP is one of the poverty reduction programs of the Government which seeks to apply participatory, community-led and community-driven approaches proven to be effective in community development work.
Director Armas is replaced by OIC-Regional Director Leo L. Quintilla from DSWD Field Office VI. Quintilla is the Chief Administrative Officer of Field Office VI before he was designated as the Officer-In-Charge of DSWD-CAR.
In 2007, Quintilla started his career in the Department as a consultant of Kalahi-CIDSS taking various positions as Senior Research Monitoring and Evaluation Officer, Community Process Specialist. He was promoted as the Deputy Regional Project Manager (DRPM) of Project in 2010-2016 that implemented the National Community Driven Development Program (NCDDP) with support from the World Bank, Asian Development Bank, and Australian Agency for International Aid (AusAID). In 2016, he was appointed as the Chief Administrative Officer of DSWD Field Office VI.
As the Chief Administrative Officer, he engaged various divisions to improve support services to programs and services. He also supported initiatives to improve business processes and financial management.
Before his stint in DSWD, he joined various Philippine and International non- government organizations (NGOs) as a researcher and project implementer. He joined the University of the Philippines (UP) -Visayas as a member of the faculty in 1997 where he taught courses in history, anthropology, community development and political science and disaster risk reduction. He has published and presented papers on local history, community development, and adolescent sexuality.
Quintilla has a degree in Bachelors of Arts Major History from UP-Visayas with units in Community Development and Political Science. He also completed academic requirements for Masters of Management- Major in Rural Development Management from the same university. He earned his master’s in Anthropology from UP Diliman- Colleges of Social Sciences and Philosophy (CSSP).
