Parent groups of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in the municipality of Sabangan, Mountain Province choose to implement community needs-based projects rather than livelihood projects for their group.

Under the 4Ps Enhanced Support Services Intervention (ESSI) strategy of the Department of Social Welfare and Development (DSWD), five projects aimed to address community concerns have been unveiled and turned over to the Barangay Local Government Units (LGUs) of Supang, Lusad, Poblacion, Capinitan, and Busa on 18 February 2025. 

The implemented projects included Rehabilitation of various Footpaths with Railings and Slope Protection and Development of Drainage Pathway. 

“We are very proud of the 4Ps beneficiaries here in our municipality and to the DSWD staff because they have been closely working with us especially with our Barangay Officials from the planning of the project up to its implementation. This is a big help for our constituents because they can now transport their products safely from their farms to the market and this will provide safety for our children going to and from their schools,” Honorable Mayor Marcial Jr. C. Lawilao said during the ceremonial turnover of the ESSI projects. 

Prior to the implementation of the Project, the parent group consulted and discussed with the Barangay officials of the five Barangays on the project specifications, implementation of work and financial plan.

In the Barangays of Supang and Busa the projects were Rehabilitation of Footpathway with Railings with project cost of PhP 346,366.02 and PhP 321,390.85 which mainly covered material and labor costs.  

In Barangay Losad and Poblacion, the project focused on the Rehabilitation of Footpaths Slope Protection with each project amounting to PhP 343,076.62 and PhP 476,356.00.

Meanwhile, in Barangay Capinitan, the project was a Drainage Pathway with a project cost of PhP 355,692.11. 

“Agpasalamat kami iti DSWD gapu ta dakkel ti tulong na daytoy footpath para iti safety mi nga apan agsakdo iti mainum nga danum ken iti panangitransport mi iti mula mi kas koma iti petchay ken dadduma pay (We would like to thank DSWD because the footpath project ensure our safety to fetch potable water and for us to transport our vegetable products)”, Adelaida Pongdad, one of the 4Ps beneficiary and Parent Leader from Barangay Supang shared. 

The 4Ps beneficiaries and the Barangay LGUs had their financial counterparts for each project during the implementation of the projects.

Present during the ceremonial turn-over were parent beneficiaries, personnel from the Municipal and Barangay Local Government Units and DSWD. The Bible Believing Baptist Church, one of the Civil Society Organization (CSO) partners of the Department, also graced the projects during the ceremonial turnover.

We are happy and glad that you chose projects that do not only benefit you but rather your community),” 4Ps Division Chief and Regional Program Coordinator Fatima D. Florendo proudly shared. 

During the turnover of the project from DSWD, representatives of the Barangay Local Government  accepted the project for its maintenance and sustainability.

The ESSI is an initiative of the DSWD that provides supplementary interventions for the indigenous peoples, homeless families, and other vulnerable groups such as the 4Ps beneficiaries to further improve their quality of life and step out of poverty. ### DSWD-CAR Social Marketing Unit – Marlo C.
