The Department of Social Welfare and Development (DSWD) Cordillera Administrative Region (CAR) through the National Household Targeting Section (NHTS) has taken a significant step towards advocating for the utilization of the Listahanan 3 database by for academic utilization conducting its first data-sharing orientation for Higher Education Institutions (HEIs). On 16 January 2025, the orientation was held at the University of the Cordilleras (UC) Graduate Class, aiming to introduce the database as a rich resource for research and academic study.

The Listahanan 3 database, a comprehensive information system that identifies who and where the poor are in the region, was presented as a vital tool for evidence-based research. The DSWD FO CAR team emphasized the database’s potential in facilitating socio-economic studies, policy formulation, and program development.

“The data we have should not remain underutilized,” remarked by DSWD FO CAR Data Protection Officer Marifil Jugal. “By opening it to the academic community, particularly graduate students, we are ensuring that it serves its purpose of informing and inspiring actionable insights to address poverty and social inequities.”, Jugal added.

The orientation detailed the structure and scope of the database, highlighting its role in providing up-to-date socio-economic profiles that could be invaluable for theses, dissertations, and other academic outputs. Also discussed were the protocols and guidelines for accessing the data, underscoring the importance of ethical considerations and data privacy in research.

The dean of UC College of Arts and Sciences (CAS) Dr. Durezza De Jesus-Basil, expressed enthusiasm over the opportunity to integrate the Listahanan 3 database into their academic pursuits. “As researchers, we often struggle to find reliable data. Having access to this database will not only save time but also enrich the quality of our studies.” shared Dr. De Jesus-Basil.

This orientation marks the first of many planned engagements with HEIs across the region. DSWD FO CAR is determined to expand its advocacy, ensuring that the wealth of information in the Listahanan 3 database is tapped into by students and researchers from various institutions.

“This is just the beginning,” Regional Field Coordinator, Climson Balangue, said. “We envision a stronger partnership with academic institutions, fostering a culture where data-driven research thrives. Through this, we aim to maximize the utility of the Listahanan 3 database and contribute to addressing the region’s pressing social issues.”, he added.

The initiative of DSWD FO CAR not only bridges the gap between government data and academic research but also underscores the importance of collaboration in achieving development goals.
