The local government unit (LGU) of Bucloc, Abra through the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) Project of the Department of Social Welfare and Development (DSWD) facilitates the realization of four community development projects worth 2.5M pesos.

The LGU of Bucloc has provided more than Php 708,000 as its local counterpart for the Php 1.8M grant provided by Kalahi-CIDSS which sums up to Php 2.5M fund for the implementation of the Project.

Through the Municipal Inter-Barangay Forum for Participatory Resource Allocation (MIBF-PRA), the communities were able to prioritize three out of four sub-projects. These include the construction of Poblacion Lamao Community Drainage of Brgy. Lamao and construction of water system Level II of Brgy. Lingey and Brgy. Ducligan. The MIBF-PRA is part of the implementation process of the Project where the communities, through their barangay representation teams (BRTs), prioritize sub-projects for funding based on criteria that they, themselves have created.

On the other hand, the construction of Brgy. Labaan community drainage, which ranked fourth during the selection, was not prioritized for funding such that the available fund was already allocated for the three sub-projects.

However, the LGU has decided to fund the sub-project from the Municipal Council Allotment Project (MCAP) fund of their Sangguniang Bayan. To this date, all four barangays of the municipality are implementing their sub-projects using the Community Driven Development (CDD) approach advocated by the Kalahi-CIDSS Project. CDD promotes participation, accountability, and transparency among the communities.

It is expected the sub-projects will be completed by the end of June 2013 and will benefit around 451 households in the municipality.           DSWD-CAR, SOCIAL MARKETING UNIT, Nerizza Faye G. Villanueva with reports from Rudy Canam
