Luna, Apayao—Novie Jane Dela Cruz Bareng, a 37-year-old Pantawid Pamilyang Pilipino Program
(4Ps) mother who exemplified resilience, strength and perseverance. Having started her own family at a
young age, she learned early on the responsibilities and sacrifices that come with raising children.

Despite challenges of daily life, she remained determined to provide a better future for her family.
In the place known as Adventure Capital of the North: Purok Sirmata, Barangay Lappa, Luna, Apayao,
the program provided Novie and her family with knowledge and opportunities that helped improve their
lives. Through the Family Development Sessions, Novie gained valuable lessons on responsible
parenthood, health, financial management, and education. These learnings helped her become more
confident in making decisions for her family and managing their limited resources wisely.

One of the most significant changes she experienced was learning how to properly budget their income.
Despite her husband’s modest earnings, Novie learned to prioritize their family’s needs, set aside
savings for the future, and meet essential expenses such as food, education, and health. Being able to
support the continuous education of their children despite financial difficulties, their journey serves as a
reminder that sacrifice made today can pave the way for a brighter tomorrow.

Beyond caring for her own family, Novie also found an opportunity to serve her community. Although she was unable to finish schooling, she became a dedicated Parent Leader who guides fellow beneficiaries
to better understand the program. Serving as a Parent Leader was not always easy; she learned how to
deal with different personalities and addressing their concerns required patience, understanding, and
commitment. With the help of local trainings, Novie strengthened her leadership skills.

“Huwag mawalan ng pag-asa at patuloy na magsikap sa kabila ng pagsubok. Mahalaga ang pagtitiyaga,
pagkakaisa ng pamilya, at pananalig sa Diyos upang malampasan ang anumang hamon sa buhay
(Never lose hope and persevere even amidst life’s challenges. Patience, unity, and faith in God are
important in overcoming difficulties in life,)” she said.

The story of Novie and her family is a testament to how perseverance, determination, and the
opportunities provided through 4Ps can help families build a better future, inspiring others to remain
