MANKAYAN, Benguet — At 54, Aurora B. Cabungtan lives a simple yet fulfilling life with her family in Sitio Manaba, Barangay Bulalacao, Municipality of Mankayan, Benguet. Married and deeply rooted in her community, Aurora believes that leadership is not defined by position but by action.

A Child Development Center Worker in her barangay and a long-time community servant, Aurora stepped into a larger role in 2023 when she joined the Department of Social Welfare and Development (DSWD) Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS). What began as participation in a seminar soon became a defining moment in her journey as a woman leader.

She was selected as the Barangay Development Council – Technical Working Group (BDC-TWG) Chairperson for the improvement of the Manaba–Caew footbridge with slope protection, a vital infrastructure subproject worth PhP1.2 million that benefits 187 households by ensuring safer passage for pupils, farmers, and families, especially during typhoons. The project was successfully completed in 2025.

Leading the implementation of a community-funded subproject required oversight, transparency, and accountability. Aurora supervised volunteers, monitored materials, ensured fair labor distribution, and maintained clear communication with stakeholders. During strong typhoons, while others secured their homes, she went to the construction site to safeguard materials and equipment.

Her leadership was grounded in commitment. She prepared meals for workers before reporting to her teaching duties, then returned after class to monitor project progress. She served without compensation, driven by her belief that community development requires personal sacrifice.

In a community where leadership roles are often associated with men, Aurora faced doubt and discrimination. However, through consistent performance and transparent management, she earned the trust of the Barangay Local Government Unit and community members. Her work demonstrated that women are equally capable of managing technical projects and leading complex implementation processes.

The completed Manaba–Caew footbridge now provides safer and more reliable access for schoolchildren, teachers, and farmers. During heavy rains and typhoons, the higher and sturdier structure reduces risk and ensures continuity of daily activities. The project has not only improved infrastructure but has also strengthened community participation and unity.

“KALAHI-CIDSS did not only build a bridge, it built leaders,” Aurora shared, noting that the program empowered community volunteers to plan, implement, and monitor development projects in their own barangay.

Beyond the physical structure, her legacy is one of service, integrity, and empowerment. She believes that women bring diligence, empathy, and consistency to community development, ensuring that projects are inclusive and sustainable for families.

This Women’s Month, Aurora Cabungtan’s story reflects the strength of Filipinas who step beyond traditional expectations and lead with courage.
