Conner, Apayao—Monitoring teams from the Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development – Field Office – Cordillera Administrative Region (DSWD FO CAR), together with partners and stakeholders, held the 4Ps Regional Spot Check and Field Visit on November 3 to 7, 2025 to assess proper program implementation in the municipality.

Accordingly, the municipality was selected for the four-day activity as it exhibited high caseload and recorded challenges in terms of implementing the Progam. Also, it showed the greatest number of non-monitored beneficiaries and one of the lowest average compliance rates in the province. 

The intensive review of health and education compliance aimed to help enhance the actualization of their goals and targets for the program through in-depth data gathering, operational review, and on-site visits. Face-to-face interviews with key officials from the Local Government Unit (LGU) of Conner and members of the Municipal Advisory Council were conducted, alongside performance assessments of the 4Ps Provincial and Municipal Operations Office. Likewise, the monitoring team also visited the households of 4Ps beneficiaries and Parent Leaders in Barangays Guinaang and Banban.  

The visit culminated with the presentation of preliminary findings of the team to the LGU, which pointed to operational gaps and necessary improvements in inter-agency coordination. To which, officials of the LGU-Conner reaffirmed their commitment to the 4Ps, ensuring to strengthen the integration of monitoring and evaluation systems, sustaining local resource allocation for health and education services, and actively addressing certain local barriers that prevent beneficiaries from achieving full compliance.

“We must continue engaging our partners to promptly address community concerns, while also strengthening our internal capacities to effectively manage challenges. By improving coordination and enhancing our operations, we can better support and sustain compliance with 4Ps conditionalities and ultimately lift the overall well-being of our beneficiary families,” said DSWD-CAR 4Ps Regional Program Coordinator Fatima D. Florendo.

With this, DSWD FO CAR will be able to form evidence-based policy recommendations, designed to optimize monitoring processes and support the LGU and its partners in achieving better service delivery and improved human capital development outcomes for all 4Ps beneficiaries in the town of Conner and the region at large. //With reports and photos from May Flor M.
