Cordillera Administrative Region- The Department of Social Welfare and Development (DSWD) here has been recognized anew by the Civil Service Commission (CSC) for institutionalizing efficient and effective processes and strategies concerning recruitment, selection and placement under Human Resource Management.

A Certificate of Recognition was awarded to the Field Office for meeting the Human Resource Maturity Level 2 (Process-Defined HRM) Indicators for the HR System and Competencies on Recruitment, Selection and Placement (RSP) under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

The PRIME-HRM is a program of assessment, assistance, and recognition of HRM excellence using global HR standards. It also supports the attainment of the CSC’s vision of becoming Asia’s Center of Excellence in HR and Organizational and Development (OD) by 2030.

The DSWD-CAR has undergone series of assessment from April to May in 2015. The four Core HR Systems that were assessed involve Recruitment, Selection and Placement, Learning and Development, Performance Management, and Rewards and Recognition with four Maturity Levels, with Level 4 being the highest. Maturity levels include Level 1 for Transactional HRM, Level 2 for Process-Defined HRM, Level 3 for Integrated HRM, and Level 4 for Strategic HRM.

DSWD-CAR is the first agency in the Cordillera to be awarded with such recognition.

“It is an honor and a challenge for us to be given such recognition. I would like to salute our personnel who have worked hard for us to be able to achieve this. We have done this not just for the sake of recognition, but to further improve our service delivery because we know that efficient and effective human resource is the bloodline of our Department. It is through our HR office that we are able to employ competent manpower which is one of the key for our successful operations”, DSWD-CAR Regional Director Janet P. Armas shared.

In 2013, the Field Office has also been conferred the Citizen’s Satisfaction Center- Seal of Excellence Award from the CSC in recognition of the Department’s efforts in the implementation of the Republic Act 9485 or the Anti-Red Tape Act of 2007 (ARTA) which aims to improve the efficiency of the delivery of government services and to prevent graft and corruption. In 2006, DSWD-CAR was also conferred the “Gawad Magalang na Ahensiya” award given by the Philippine Government Employees Association and the Civil Service Commission for having created the best courtesy campaign among all national government agencies nationwide .#DSWD-CAR, Social Marketing Unit, Nerizza Faye G.
